University of KwaZulu-Natal, Pietermaritzburg 2014.The provision of basic public services and infrastructure is considered to be the principal task of government, but a lack of resources and the inability of public institution to meet public policy objectives have made it difficult for government to deliver services and infrastructure to the citizens. In order to solve this problem the New Public Management (NPM) paradigm suggests that the private sector should play a larger role in the provision of public services. One of the strategies suggested by the NPM is Public Private Partnership (PPP).
