The cultural policy of the city of Krakow : a well-thought-out strategy or a coincidence?

The article is the contribution to discussion on current cultural policy of the City of Kraków. The author wonders if actually realise programmes addressed to local artists are elements of deliberately elaborated cultural strategy of the City or if they are just single parts of not formulated cultural policy. The author emphasises that most of currently working programmes were established in the years 1993-1999
