Journalism in Mexico as a High-Risk Profession

Poniższa praca jest próbą analizy sytuacji dziennikarzy meksykańskich w obliczu przemian XXI wieku i zjawisk, jakie mają miejsce w tym kraju w ostatnim czasie. Od oficjalnego rozpoczęcia wojny z handlem narkotykami i towarzyszącej jej przemocy w 2006 roku, Meksyk uznawany jest za jeden z najniebezpieczniejszych krajów dla dziennikarzy na świecie. Sytuacja ta wynika z wielu czynników, które zostają poruszone w pierwszych dwóch rozdziałach, takich jak pozycja narkobiznesu w Meksyku, problem patologii władz (m.in. korupcja), czy nieustająca fala przemocy. W drugiej części pracy przybliżone zostaje przede wszystkim sytuacja prawna pracowników mediów, ich profil, jak i warunki pracy. Poddany obserwacji zostaje również rynek medialny w Meksyku. W kolejnym rozdziale uwaga skierowana jest na przyczyny przemocy wobec środków masowego przekazu, ich położenie pomiędzy skorumpowaną władzą a agresywnymi zorganizowanymi grupami przestępczymi, oraz nacisk na rolę mediów jako „watchdoga”. Ponadto na podstawie zeszłorocznych raportów, poddane analizie zostają dane, które nakreślają skalę ofiar dziennikarstwa w Meksyku na przestrzeni ostatnich lat. Dodatkowo, nakreślone zostają rezultaty społeczne i polityczne przemocy wobec tej grupy zawodowej. Ta część pracy poświęcona jest również krótkiemu przeglądowi organizacji międzynarodowych walczących o godne prawa dziennikarzy i wyniki ich działań, które niekiedy mają większe znaczenie niż obietnice władz federalnych. Na koniec, poddany dyskusji zostaje temat wolności słowa w Meksyku i jego ewentualna przyszłość. Wątpliwa jakość wolności słowa ukazana jest na wielu przykładach począwszy od autocenzury przez działania władz w celu stłamszenia tej grupy zawodowej, aż po bezpośrednie ataki na dziennikarzy, które mają ostatecznie zamknąć im usta. Nakreślone zostają widoki na przyszłość mediów w tym kraju i rekomendacje dla tego kraju.This paper is an attempt to present the analysis of the situation of the Mexican journalists in the face of the transition in the XXI century and phenomenons that recently take place in this country. Since the official beginning of the conflict with the narcotraficantes so-called ‘war on drugs’ and related to this problem violence in 2006, Mexico has been recognized as one of the most dangerous countries for journalists in the world. This situation is a result of the factors that are brought up in the two opening chapters of this thesis, such as the position of narcobusiness in Mexico, the issue of the pathology of the authorities (for example corruption), or unceasing tide of violence.Second part of this thesis consist the legal status of media workers, as well as their profile and working conditions. Moreover, the Mexican media landscape is being analyzed. In the next chapter the attention is attracted to the reasons of the violence against mass media, their position between corrupted authorities and aggressive organized criminal groups, and the pressure on the media role as a ‘watchdog’. Furthermore, on the grounds of last year’s reports, the essential data including the scale of the victims of the journalism in Mexico in recent past, is analyzed. Additionally, it explains the results of the social and political outcomes of the attack against mass media. Fortunately, there are international non-governmental organization that fight for the rights of the journalists, and this part of the thesis show the results of their actions, which frequently has more power than the government’s promises.Finally, the thesis discusses the problem of the freedom of expression in Mexico and its’ possible future. Questionable quality of the freedom of speech is pointed out on the various of examples, beginning with self-censorship of the editorial board, through the actions of the authorities in order to stifle this profession, up to the direct attacks against journalists which aim is to keep them silent. The final part also describes the possible prospects of the media and the recommendations for this country
