Power indices in ternary voting games: The case of the UN Security Council

Głównym celem pracy jest przybliżenie pojęcia ternarnych gier wyborczych - modelu gry wyborczej, w której wyborca, oprócz możliwości zagłosowania „za” i „przeciw”, może również wstrzymać się od głosu. W pracy przedstawiono najważniejsze definicje oraz twierdzenia dotyczące prostych oraz ternarnych gier wyborczych, jak również zdefiniowano najczęściej używane wskaźniki siły głosu: wskaźnik Banzhafa, absolutny wskaźnik Banzhafa, indeks Shapleya-Shubika oraz indeks Colemana. Model ten zastosowano następnie do systemu głosowania w Radzie Bezpieczeństwa ONZ, licząc wymienione wskaźniki w zależności od interpretacji wstrzymania się od głosu przez stałego członka Rady. W pracy zawarto także ogólne informacje na temat zasad głosowania w Organizacji Narodów Zjednoczonych i jej poprzedniczce, Lidze Narodów.The main purpose of this thesis is to present the concept of ternary voting game - a game in which the voter has the three different options of voting: “Yes”, “No” and “Abstain”. In the paper the crucial definitions and theorems concerning binary (simple) and ternary voting games are presented. Moreover, we define the most commonly used measures of voting power: the Banzhaf, absolute Banzhaf, Shapley-Shubik and Coleman indices. This model is applied to the UN Security Council voting system. We calculate power indices, depending on how we treat the abstention of the permanent Council member. The thesis contains also general information about voting rules in the United Nations and its predecessor, the League of Nations
