Public sector employers towards the employment of people with disabilities

The study examines the situation of disabled persons in the labor market in Poland, with particular emphasis on situation within the public sector and its employers attitudes towards employment of people with disabilities. Presented are the theoretical foundations and key issues of vocational rehabilitation and social integration concept, linked to the social model of disability, issues of stigmatization of people with disabilities and forms of symbolic violence. Author has also referred to the principles of social justice by John Rawls and the state's role in the implementation of the disabled property. In the context of employment as a type of a public or common good, it was also discussed the role of the state and the role of the free-market in providing labor opportunities to people with disabilities, especially within the state labor market (in the public sector institutions). To present current problems of people with disabilities on the labor market, including the public sector jobs, short reviews of recent federal reports were presents, together of the public media discourse about the problems of employment of people with disabilities. Some references were also made to several obstacles that may people with disabilities experience trying to get hire in the public sector institutions. Based on the analysis of literature, publications, and pre-interviews with the specialist of labor market, the main study was conducted. The interviews with public sector employers, such as directors and managers form selected institutions of state and local administration, were conducted. The interviews were focused on the work of people with disabilities, with particular focus on opportunities to work in the surveyed institutions. On the basis of information obtained in interviews, some discreet conclusions were made and proposals for further interest in the investigated area indicated. The results of the study indicate that it may be worth to consider the public sector employers themselves, their attitudes and actions, as one of the factor playing some role in the process of the vocational integration of people with disabilities.W pracy przeanalizowano sytuację osób niepełnosprawnych na rynku pracy w Polsce, ze szczególnym uwzględnieniem zatrudnienia w sektorze publicznym i postaw pracodawców wobec zatrudniania osób niepełnosprawnych w kierowanych przez siebie instytucjach. Przedstawione zostały teoretyczne podstawy i główne zagadnienia koncepcji integracji zawodowej, związane ze społecznym modelem niepełnosprawności, zagadnieniami piętnowania osób niepełnosprawnych i przejawami przemocy symbolicznej. Odniesiono się również do realizacji zasad sprawiedliwości społecznej (wg J. Rawls'a) oraz roli państwa w realizacji dóbr osób niepełnosprawnych, w kontekście zapewnienia zatrudnienia osobom niepełnosprawnym w instytucjach państwowych. Przestawiono także najbardziej aktualne problemy zatrudnienia osób niepełnosprawnych, w tym pracy w sektorze publicznym, dokonano przeglądu wyników najnowszych raportów opublikowanej w tym obszarze, przedstawiono retorykę publicznych dyskursów o problemach pracy osób niepełnosprawnych, odniesiono się do barier dostępu do rynku pracy w sektorze publicznym dla osób niepełnosprawnych. W oparciu o analizę literatury i publikacji, przeprowadzono wywiady z pracownikami instytucji zajmujących się integracją zawodową osób niepełnosprawnych, a następnie z pracodawcami, tj. dyrektorami i kierownikami wybranych do badania instytucji administracji państwowej i samorządowej. Tematem rozmów była praca osób niepełnosprawnych, ze szczególną koncentracją na możliwościach podejmowania pracy w badanych placówkach. Na podstawie informacji uzyskanych w wywiadach, postawiono ostrożne wnioski i propozycje dalszego zainteresowania zagadnieniem we wskazanych na podstawie wniosków obszarach. Uzyskane rezultaty badania, wskazują, że warto dokładniej zająć się rola pracodawców w realizacji zadań integracji zawodowej przez polski sektor publiczny
