Conditions of China's Accession to the World Trade Organization

This M.A. thesis describes issues relevant to China’s accession to the World Trade Organization.The purpose of first part is to gain a knowledge of China’s economic development. After 15 years of negotiations and diplomatic struggle, China was finally given the formal approval to join the World Trade Organization. China’s accession to the WTO involved reforms across a wide range of sectors in China, both in directly trade-related sectors and behind the border. China's entry into the World Trade Organization was a historic step in the country's process of reform, and it marked a new phase in China's opening up to the outside world. It encouraged China to move in the direction of meeting the demands of the Chinese people for openness, modernization, and development of the national economy. Moreover, it contributed to other countries’ economic, social, scientific, intellectual and political life.The second part of M.A. thesis mainly focuses on the motivations and methods through which the EU and its member states attempted to regulate contact with China. China’s accession to the WTO was perceived as the West integrating the East into the international economy with market economy reforming the planned economy. The increasing degree of interdependence and the necessity of cooperation in strategic international affairs required the EU and China to build a long-term partnership. The EU adopted cooperational and constructive approach towards China. It also includes the origins of the ASEM process. ASEM, the Asia-Europe Meeting, was an informal form of cooperation between EU and China. It was a multilateral channel for communication between Asia and Europe. The origins of the ASEM process lay in a recognition by both Asia and Europe that the relationship between the two regions needed to be strengthened.The aim of the third part is to present trade relations between EU and China. EU and China were important trade partners to each other and trade relationship was one of their crucial bilateral relationships. Within EU-China trade relationship, the EU's trade deficit with China and the dumping and anti-dumping issues played an important role. EU-China relations have experienced some difficulties since 2005. This part analyses the anti-dumping policy of the European Union, with specific focus on the anti-dumping tariff imposed on imports of textiles and footwear from the People’s Republic of China. Closely related to EU’s antidumping and countervailing measures was China’s non-market economy status.Przedmiotem rozważań w pracy jest tematyka uwarunkowań przystąpienia Chińskiej Republiki Ludowej do Światowej Organizacji Handlu wraz z uwzględnieniem stanowiska Unii Europejskiej wobec tego wydarzenia. W pierwszym rozdziale przedstawiony został proces transformacji gospodarczej, która przeobraziła ustrój gospodarczy Chin. Celem pierwszego rozdziału było przedstawienie efektywności podejmowanych reform. Pozwoliły one na wstąpienie Chińskiej Republiki Ludowej do WTO.Rosnące znaczenie chińskiej gospodarki stało się wyzwaniem dla Unii Europejskiej. Kolejna część pracy przedstawia proces ewolucji stosunków między Unią Europejską a Chinami.Szczególną uwagę poświecono zagadnieniu powstania dialogu międzyregionalnego Azja – Europa (ASEM). Cechą charakterystyczną ASEM był niski stopień instytucjonalizacji. Aby w pełni ukazać złożony charakter relacji europejsko – chińskich prześledzono proces kształtowania się polityk poszczególnych państw wobec Chin.Trzeci rozdział obejmuje efekty akcesji Chin do WTO, a zwłaszcza ich praktyczny wymiar dla europejskich przedsiębiorców. W tym celu dokonano szczegółowej analizy podstawowych wskaźników makroekonomicznych, które pozwalają na ogólną ocenę sytuacji gospodarczej Chińskiej Republiki Ludowej. Dużą uwagę zwrócono na wielkości importu oraz eksportu, które obrazują skalę deficytu handlowego między Unią Europejską a Chinami. Ukazana została również skala deficytu handlowego, z jakim boryka się Unia Europejska. Następnie omówione zostały narzędzia ochrony rynku, jakie Unia Europejska ma prawo zastosować wobec Chin. By ukazać rezultaty przystąpienia Chin do światowego systemu handlu przytoczono przykłady sporów handlowych. Szczegółowo przedstawiono spory dotyczące tekstyliów oraz obuwia. Trzeci rozdział zawiera trudności, jakie zaistniały w relacjach unijno – chińskich, do których należy kwestia utrzymania wobec Chin statusu gospodarki nierynkowej
