The European Neighbourhood Policy. The review of its operation and evaluation attempt.

The following thesis analyzes the European Neighbourhood Policy. The European Union, pretending to the role of a global actor on the international stage and anticipating an unprecedented standard of living, has created the uniform policy towards its neighbors. It is based on the deepening of mutual cooperation in various fields, aimed at preventing the emergence of new dividing lines in Europe after the collapse of the Soviet Union. The analysis began with a presentation of the genesis of the European Neighbourhood Policy and the process of its creation. It defines also the European Union neighborhood. Considered the working mechanism of this policy, funding, and giving it a regional dimension in response to new challenges. Included a thorough analysis of implementation of the European Neighbourhood Policy in 2004-2009, based on the reports of the European Commission. Presented also the allegations frequently raised by critics towards it and made an attempt to respond.The thesis focuses on the presentation of the theoretical assumptions of the European Neighbourhood Policy, its implementation, and evaluation attempt of this initiative.W niniejszej pracy dokonano analizy Europejskiej Polityki Sąsiedztwa. Unia Europejska pretendująca do roli globalnego gracza na arenie międzynarodowej i ciesząca się bezprecedensowym standardem życia, stworzyła jednolitą politykę wobec swoich sąsiadów. Opiera się ona na pogłębianiu wzajemnej współpracy w wielu dziedzinach, mającej na celu niedopuszczenie do powstania nowych linii podziału w Europie po upadku Związku Radzieckiego.Analizę rozpoczęto od przedstawienia genezy Europejskiej Polityki Sąsiedztwa i procesu jej formułowania. Zdefiniowano także czym jest sąsiedztwo Unii Europejskiej. Omówiono mechanizmy funkcjonowania tej polityki, system finansowania oraz nadawanie jej wymiaru regionalnego w odpowiedzi na nowe wyzwania. Dokonano dogłębnej analizy realizacji Europejskiej Polityki Sąsiedztwa w latach 2004-2009, na podstawie raportów Komisji Europejskiej. Zaprezentowano również najczęściej wysuwane przez krytyków zarzuty pod jej adresem oraz podjęto próbę ustosunkowania się do nich. Praca koncentruje się na przedstawieniu teoretycznych założeń Europejskiej Polityki Sąsiedztwa, ich wdrażania oraz próbie oceny tej inicjatywy
