Israel's policy towards Arab minority.

The thesis are to present the policy of Israel towards Arab minority. I start my analysis with the year 1948 when the State of Israel was created and I finish with year 2010.The purpose of the presentation is the prove that Israeli Arabs are discriminated by the State because of the political situation. The law and the regulations are trying to improve the security of the country which often limits the freedom of the Arab minority. The equal rights are just a theory.The thesis consist of four chapters. The first one includes general characteristics of the Arab community in Israel. It describes the groups which the minority consists of, their employment and the economical situation. I also included a short note about the history of Arabs in this region and their life after 1948. In the second charter I wrote about the law and the formal regulations such as citizenship, civil law, labor law and political life. These regulations concern not only the Arab minority, but the entire society in Israel. I mainly focused on the Israeli Arabs. I also included the issue of language, the ownership of the land and the army.In the third chapter I presented the real situation of Israeli Arabs. The laws are often broken and the integration of both Arab and Jews is a slow process. I focused on the expectations of Arabs towards the Jewish majority and the government.The fourth and the last chapter describes examples of biographies of Israeli Arabs who are famous in Israel in show business, literature or politics. These are: Azmi Bishara, Emile Habibi, Sayed Kashua, Mohammad Bakri and Anton Shammas. Each of them faces the inequality between Arabs and Jews. They all touch this problem in their books, art, political program or presentations. I based my thesis on English literature which concerns this problem. I considered very useful the book of Susan Nathan: “The other side of Israel” and “To be an Arab is Israel” by Laurence Lauer. The internet sources about law and statistical abstracts were also helpful.Praca ma zaprezentować kulisy polityki realizowanej przez rząd Izraela wobec mniejszości arabskiej. Analizę rozpoczynam od roku 1948, kiedy zostaje utworzone Państwo Izrael a kończę na roku 2010. Celem pracy jest wykazanie, że Arabowie izraelscy ze względu na realia polityczne są dyskryminowani przez państwo. Kruczki prawne i poprawki ustaw mają na celu poprawę bezpieczeństwa kraju, co uderza bezpośrednio w ich wolność. Równouprawnienie wszystkich obywateli jest jedynie umowne. Praca składa się z czterech rozdziałów. Pierwszy rozdział poświęcam ogólnej charakterystyce społeczności arabskiej, grup wchodzących w jej skład, strukturze zatrudnienia a także sytuacji ekonomiczno-gospodarczej i edukacji w ramach całej mniejszości. Zawieram w nim także rys historyczny opisujący historię Arabów na terenach obecnego Państwa Izrael po roku 1948. W drugim rozdziale opisuję i interpretuję przepisy prawne z zakresu ustalania obywatelstwa, prawa cywilnego, prawa pracy oraz udziału w życiu politycznym. Przepisy te dotyczą nie tylko arabskiej mniejszości, lecz wszystkich obywateli kraju. Skupiam się jednak na izraelskich Arabach. Poruszam też problem języka, prawa do ziemi oraz obowiązku odbywania służby. W trzecim rozdziale przedstawiam rzeczywistą sytuację Arabów izraelskich w Izraelu. Prawa często są łamane w przypadku tejże grupy, a w rzeczywistości integracja obu grup przebiega o wiele wolniej. Skupiam się także na oczekiwaniach Arabów skierowanych do większości żydowskiej oraz władz państwa. Ostatni, czwarty rozdział opisuje przykładowe życiorysy izraelskich Arabów, którzy w Izraelu znani są w świecie showbiznesu, literaturze lub polityce. Są to: Azmi Bishara, Emile Habibi, Sayed Kashua, Mohammad Bakri i Anton Shammas. Każdy z nich zmaga się z opisywaną przeze mnie nierównością między arabskimi, a żydowskimi obywatelami Izraela. Wszystkie te postacie ukazują tą nierówność w swojej twórczości, a także programie politycznym i wystąpieniach. W pracy opieram się głównie na literaturze anglojęzycznej traktującej o problemie. Za najbardziej przydatne uważam książki „The other side of Israel” autorstwa Susan Nathan oraz „To be an Arab in Israel” Laurencje Lauer’a. Niezwykle pomocne okazały się źródła internetowe zawierające informacje o przepisach prawnych w Izraelu oraz dane statystyczne
