Kaliningrad region in relations between Russian Federation and European Union

The paper shows the importance of the Kaliningrad Oblast for the relations between Moscow and Brussels. It consists of three chapters. Chapter one discusses the origin of the Kaliningrad Oblast as well as its military, economic, and ecological significance in the relations between Russia and the European Union. Chapter two describes relations between Russia and EU after 2000 with special attention paid to the situation that took place after the EU enlargement to the east in 2004. The statute of Kaliningrad and the transit through the enclave became then also a source of tensions. Chapter three analyzes in detail relations between Poland and the Kaliningrad Oblast. The last dozen years have been described in the paper. When the Union of Soviet Socialist Republics (USSR) collapsed, the Kaliningrad Oblast became a Russian enclave. 2004 is an especially important date is this context as ten new countries joined the EU that year, the majority of which lay once in the Soviet sphere of influence. This fact had a significant impact on the relations between the EU and Russia. The situation of the Kaliningrad Oblast has also changed as it got the status of a Russian enclave surrounded by EU countries.W pracy przedstawiono znaczenie Obwodu Kaliningradzkiego dla stosunków pomiędzy Moskwą a Brukselą. Praca składa się z trzech rozdziałów. W rozdziale pierwszym przedstawiono genezę powstania Obwodu Kaliningradzkiego, jego znaczenie militarne, ekonomiczne i ekologiczne w stosunkach pomiędzy FR i UE. W rozdziale drugim scharakteryzowano stosunki Rosja - UE po roku 2000, ze szczególnym uwzględnieniem sytuacji zaistniałej po rozszerzeniem UE na wschód w 2004 r. Przedmiotem napięć w tym czasie stał się również statut Kaliningradu i kwestia tranzytu przez enklawę. Zaś w rozdziale trzecim została przeprowadzona pogłębiona analiza stosunków Polski z Obwodem Kaliningradzkim.Praca swym zasięgiem obejmować będzie okres ostatnich kilkunastu lat. Wraz z rozpadem Związku Socjalistycznych Republik Radzieckich (ZSRR) Obwód Kaliningradzki stał się rosyjską enklawą. W tym kontekście szczególnie ważną datą jest rok 2004, kiedy to zostało dokonane rozszerzenie Unii Europejskiej (UE) o dziesięciu nowych członków, spośród których większość leżała niegdyś w radzieckiej strefie wpływów. Fakt ten wywarł znaczący wpływ na relacje unijno–rosyjskie. Zmieniła się również sytuacja samego Obwodu Kaliningradzkiego, który od tamtego czasu zyskał status rosyjskiej enklawy otoczonej krajami Unii Europejskiej
