External trade relations of the European Union with the United Stated of America

The aim of the study is to draw attention to the external trade relations of the European Union, bringing an example of the United States as the largest economic partner of the EU. This study tries to show that this relationship is strategic for both parties and that, despite the economic crisis, is still maintained at high level and continue to grow. The economic relations between the European Union and the United States are the largest relationship in the world, taking into account the volume of trade.The European Union is increasingly oriented to build external relations, through the creation of EU diplomatic missions and participation in international organizations. At the same time, it is the biggest participant in world trade, and Trade Policy is a central element of the strategy “Europe 2020”. The variety of trade instruments used in the European Union aim to promote trade and innovation and protect intellectual property.The United States is the largest trading and investment partner for the European Union. However, the enormous potential of these relations is still far from being fully exploited. The biggest obstacle lies in the divergence of standards between the European Union standards and the United States - it is estimated that the removal of even half of the existing non-tariff barriers and differences in regulations between the EU and the United States, could contribute to a substantial increase in EU GDP. Attempts to reach an agreement on many issues taking place in the World Trade Organization, under the new dispute settlement system.This study presents trends in external trade relations of the European Union with the United States and an indication of how important these relationships for both parties. Although the United States is the largest trading partner for the European Union, the development of this cooperation was subjected to several stages of institutionalization before it reached a very advanced form. The two economies differ greatly from each other, but the rules governing the relations between them are aimed at the most possible harmonization. Despite this, there are still many barriers that undermine this relationship, such as tariff measures, non-tariff and tax regulations. Subsequent summits, negotiations and agreements are steps toward greater liberalization of trade, but the best evidence of the still existing confusion, are disputes between the EU and the U.S. in the World Trade Organization.Celem pracy jest zwrócenie uwagi na zewnętrzne relacje handlowe Unii Europejskiej na przykładzie Stanów Zjednoczonych jako największego partnera gospodarczego UE. Praca ma na celu wykazanie, że relacje te są dla obu stron strategiczne oraz, że mimo kryzysu gospodarczego, wciąż są utrzymywane na wysokim poziomie i w dalszym ciągu rozwijane. Relacje ekonomiczne między Unią Europejską, a Stanami Zjednoczonymi, są największymi relacjami tego typu na świecie, biorąc pod uwagę wielkość wymiany handlowej. Unia Europejska coraz aktywniej buduje relacje zewnętrzne, poprzez tworzenie unijnych placówek dyplomatycznych oraz uczestnictwo w organizacjach międzynarodowych. Równocześnie jest największym z uczestników światowej wymiany handlowej, a Polityka Handlowa stanowi centralny element strategii “Europe 2020”. Różnorodność instrumentów handlowych stosowana w Unii Europejskiej ma na celu promocję handlu i innowacji a także ochronę własności intelektualnej.Obecnie Stany Zjednoczone są największym partnerem handlowym i inwestycyjnym dla Unii Europejskiej. Jednakże, ogromny potencjał tych relacji jest wciąż daleki od bycia w pełni eksploatowanym. Największa przeszkoda leży w rozbieżności standardów standardów między Unią Europejską a Stanami Zjednoczonymi - szacuje się, że zniesienie nawet połowy istniejących obecnie barier pozataryfowych i różnic w regulacjach między Unią a Stanami Zjednoczonymi mogłoby przyczynić się do znacznego wzrostu unijnego PKB. Choć Stany Zjednoczone są największym partnerem handlowym dla Unii Europejskiej, to rozwój tej współpracy poddawany był kilkuetapowej instytucjonalizacji, zanim osiągnął bardzo zaawansowaną formę. Obydwie gospodarki znacznie różnią się od siebie, ale zasady regulujące stosunki między nimi nastawione są na jak najbardziej zaawansowaną harmonizację. Mimo to wciąż istnieją liczne bariery, które te relacje osłabiają, np. środki taryfowe, pozataryfowe, regulacje podatkowe i inne. Kolejne szczyty, negocjacje i porozumienia są krokami w stronę większej liberalizacji handlu, ale najlepszym dowodem na wciąż istniejące nieporozumienia, są spory między UE a USA toczące się w ramach Światowej Organizacji Handlu
