The Council of Ministers during inter-war period.

The thesis shows the issue in the place of the Council of Ministers in the Second Republic of Poland. The political systems were changing and influencing the way in which the Council of Ministers was organized and it's practicality. The state affairs such as the March Constitution, the military coup led by Marshal Pilsudski and the April Constitution, separated the Second Republic of Poland across 3 periods. These periods were different in accordance with the political situations and the position of the Council of Ministers. In democratic parliamentary republic, the power of the government was confined and dependent on the legislation. After the military coup led by Joseph Pilsudski, the government had a strong position in it’s relations with parliament and other institutions. The main decisions were made by members of the government. Whereas, the April Constitution contained new institutional solutions. The jurisdiction of the government and the Prime Minister was improved. However, there were many fights between state institutions during inter-war period. It influenced on reality in negative way.Praca przedstawia w jaki sposób funkcjonowała Rada Ministrów w okresie II Rzeczypospolitej. Zmieniające się ustroje polityczne wpływały na pozycję tego organu, jego organizację i zakres działania. Wydarzenia takie jak: uchwalenie Konstytucji marcowej, przewrót majowy i uchwalenie Konstytucji kwietniowej wyznaczały 3 okresy w II Rzeczypospolitej, które różniły się pod względem sytuacji politycznej i funkcjonowania Rady Ministrów. W pierwszym okresie obowiązywał ustrój demokracji parlamentarnej. W tym czasie działalność Rady Ministrów była ograniczona i uzależniona od władzy ustawodawczej. Po przewrocie majowym rząd zajmował czołowe miejsce wśród organów państwowych i do niego należało podejmowanie najważniejszych decyzji państwowych. Z kolei wejście w życie Konstytucji kwietniowej spowodowało, że zakres działalności Rady Ministrów i uprawnienia premiera zostały rozszerzone, co wzmocniło pozycję rządu w państwie. Jednak narastające konflikty wewnętrzne i kształtująca się praktyka międzywojenna pokazały jak bardzo rzeczywistość różniła się od wprowadzonych rozwiązań
