Eloquence, and above all parliamentary eloquence, is no longer an object of literary research. Yet, until the XlXth century, eloquence constituted the major part of intellectual training : literature and politics were not deemed, at that time, to be two separate matters. Both being founded on rhetoric, one needs to go back to it in order to study the eloquence of parliamentary speeches and debates which is rooted in rhetoric. In this respect, the July Monarchy (Monarchie de Juillet) in France was a very crucial period, during which this form of eloquence, within the framework of a favourable set of rules and regulations, started a durable and sustained development.
