The air traffic increase appeals to the improvement of flight operational efficiency. However, there are few studies, from the quantitative perspective, on efficiency evaluation of air traffic control (ATC). The main purpose of this paper is to propose a data-driven method for evaluating the efficiency of ATC based on radar tracks, especially regarding arrival operations. Firstly, three key performance indicators (KPIs) are established. Secondly, background information and processing procedures of radar tracks are provided.
