© 2020 Ruth Geraldine VineBackground The use of Community Treatment Orders (CTOs) in the treatment and care of those with severe mental illness continues to attract debate and remains controversial despite increasing use in many countries. Mental health legislation is driven by the policy directions of the government of the day, and also reflects community attitudes and expectations. In recent years there has been an increasing focus on individual rights as reflected in the expectation that use of restrictive interventions and compulsion will be kept to a minimum.
