The majority of Federal Emergency Management Agency’s (FEMA’s) preparedness grants were created in the wake of 9/11 through the Department of Homeland Security Act of 2002 (Act). These grants, as required by the Act, are predicated on addressing terrorism preparedness. The National Preparedness Goal (the Goal) was introduced in 2011 to provide an all-hazards capability-based system to measure the nation’s level of preparedness. The purpose of this thesis is to determine if FEMA’s preparedness grants are allowing the Goal to be achieved and examine if the grant programs can be adjusted to better align with the strategic intent of the Goal.
