Today's military faces enormous pressure to downsize and restructure. In addition, operations-other-than-war, such as humanitarian assistance and peace-keeping, differ significantly from traditional combat missions. The unique characteristics of peace-keeping missions involve inherently more complex command arrangements. Moreover, the increased political sensitivity associated with these missions further exacerbates the stress on command and control (C2) arrangements.
