It is well-known that the transnational nature of certain environmental problems require that the concerned countries cooperate in order to reach the social optimum. Amongst the many contributions which dealt with the potential difficulties of this cooperation, many only consider pollutions without stock. On the other hand, many papers concerned witrh the dynamic nature of the pollutions with stock do not cover the volontary organization which is necessary to reach the international optimum. The purpose of the present paper is to propose financial transfers between countries which make cooperation at the same time individually and coalitionally rational.
