Conflict and forced migration

In this thesis, I aim to improve our understanding of two phenomena, the emergence of violent conflicts and forced migration. The first chapter describes the logic of economic investigation followed throughout the thesis. In the second chapter, I analyze the conflict-enhancing role of income inequality in South Mexico. Income inequality measured at the municipal level was significant in motivating people to support the rebellion in South Mexico. Consistently with the theoretical framework, an increase in income per capita can also strengthen the incentives of the rebel leader to organize an uprising. Such results qualify some policy recommendations usually formulated in post-conflict situations. In the third chapter I investigate forced migration resulting from climate change in Sub-Saharan Africa. Climate change is found to have significantly affected international migration through various channels, including through stronger economic incentives to migrate and higher level of urbanization. The phenomenon of environmental migration remains limited between 1960 and 2000 but according to our predictions, is likely to magnify in the coming decades. This definitely imposes serious challenges for policy makers. Based on a two-month fieldwork, the last chapter sheds a new light on the consequences of forced migration. I assess the impact of a mass influx of refugees on the welfare of the hosting population in Northwestern Tanzania. Contrary to common wisdom, massive refugee inflows have on aggregate a positive effect on the hosting economy. However, net gains are unevenly distributed among the local hosts, depending on their main occupation. Along with minimizing the negative externalities, improving the capabilities of the local people to cope with such a structural change, the presence of refugees could constitute a unique asset (rather than a burden) to break down underdevelopment traps.Dans cette thèse, je cherche à améliorer notre compréhension de deux phénomènes, à savoir l’émergence de conflits armés et la migration forcée. Le premier chapitre décrit la logique de recherche économique suivie tout au long de la thèse. Dans le second chapitre, j’étudie le rôle des inégalités de revenus dans les conflits armés ayant eu lieu au sud du Mexique. Les inégalités de revenus au niveau municipal expliquent de manière significative la motivation des individus à soutenir la rébellion armée. En accord avec notre modèle théorique, une augmentation du revenu par habitant aura également tendance à accroître l’incitant du chef de la rébellion à organiser une insurrection. Ces résultats nous conduisent à nous interroger sur les recommandations politiques qui ont eu tendance à exclure les politiques réductrices d’inégalités comme favorisant la mise en place d’une paix durable. Dans le troisième chapitre, j’étudie de manière théorique et empirique la migration forcée provoquée par le changement climatique en Afrique Subsaharienne. D’après nos résultats, le changement climatique affecte significativement la migration internationale dans cette région du monde à travers différents biais comme les changements d’incitants économiques à migrer dans un autre pays ou un niveau plus élevé d’urbanisation. Au vu de notre analyse, le phénomène est resté relativement limité entre 1960 et 2000. Toutefois, selon nos projections, la migration environnementale devrait s’accentuer dans les décennies à venir. Cette accentuation constituera sans aucun doute un défi important pour nos responsables politiques. Sur base d’un travail de terrain, le dernier chapitre se penche sur les conséquences de la migration forcée. J’évalue l’impact de la présence de réfugiés sur le bien-être de la population locale au nord-ouest de la Tanzanie. Contrairement à certaines idées souvent véhiculées dans les médias ou par certains gouvernements, nous trouvons que la présence de réfugiés a un effet agrégé positif sur la population locale. Les observations faites sur le terrain rendent ce résultat tout à fait compréhensible. De manière cohérente avec les prédictions théoriques, les gains nets sont toutefois distribués de manière très inégale parmi la population locale, en fonction notamment de leur activité productive principale. Tout en minimisant les externalités négatives, améliorer la capacité de la population d’accueil à faire face à un tel changement structurel de l’économie locale et éventuellement, intégrer progressivement les réfugiés à cette dernière, sont autant de pistes d’action politique à envisager. La présence de réfugiés pourrait alors constituer une opportunité unique (plutôt qu’une contrainte) pour briser le cercle vicieux du sous-développement.(ECON 3) -- UCL, 201
