Abstract: Research shows that many NGOs have focused on reducing poverty by meeting the immediate needs of people using top-down approaches. However recently, some NGOs have been shifting towards reducing the vulnerability of rural people. This study focused on the ways in which NGOs are moving their Theory of Change from a focus of reducing poverty through a largely top-down approach to addressing vulnerability and strengthening community resilience using participatory approaches. The study focused on the ways in which the ENSURE programme of CARE International, reduced vulnerability and strengthened the resilience of beneficiaries to be able to thrive in the face of adversity.
