This paper improves upon a lossless smoothing algorithm designed to be used with a real-time Variable Bit Rate (VBR) MPEG video coding and transmission system. The original algorithm is characterized by three parameters: D (delay bound), K (number of frames with known sizes), and H (lookahead interval). The algorithm computes a lower bound for the transmission rate during each frame period such that the delay bound D is satisfied. An upper bound for the rate is computed to ensure continuous transmission. The rate assigned during each time interval should be between the upper and lower bounds. The improved algorithm introduces two additional parameters, α and β, which make network scheduling easier by reducing the number of rate changes
