This paperpresents Libra, four- level resource managementsystem which consists of application levelcontrollers (ALC), virtual machine level controllers(VLC), host level controllers (HLC) and a centerlevel controller (CLC). ALC, VLC and HLCautomates the task of monitoring, detecting loadunbalancing, resource managing.CU determines anew mapping of physical and virtual resources andinitiating the necessary migrations. The four-levelresource controllers use rule-based fuzzy logic forresource management and migration decisions
