Uncertainty in the inventories of greenhouse gas emissions that countries report under the Kyoto Protocol to demonstrate that they are in compliance can obstruct, and in some cases paralyze, implementation of the Protocol. If uncertainty in emissions is equal to, or greater than, a country's committed change in emissions, it is not possible to determine the direction of these changes at the end of the commitment period - even if the country reports emission inventories that comply with its commitments. As a consequence, uncertainty also poses difficulties for trading of emissions quotas.
