The tutors of the pre-education level should accomplish professional functions in the direction of the integral formation of the students of such level. The demands of the level generate needs of permanent formation because this professional was not trained to direct the substantive processes in higher education. The initial empirical and theoretical study of this problem evidenced the existence of a contradiction between the demands of the professional behavior of tutors and the insufficiencies of the process of permanent formation that they develop at present.
