The purpose of the study is to examine and describe the in-service training (INSET) programs which were organized by the Ministry of Education for English langauage teachers (ELT teachers) in Turkey, during the 1998-2005 academic years. 186 teachers and 5 instructors who participated in ELT INSET programs from 2003 to 2005 were randomly selected as samples. The data for the study were obtained by means of interviews and questionnaires. As a result of the study, it has been determined that the number and the content of the INSET programs for ELT teachers are insufficient.
