Dr. Tri Sulistyaningsih, M.Si; Supervisor II: Dr. Vina Salviana M.Si Community empowerment is an effort to increase the dignity of the layers of society who are in a condition unable to escape from the traps of poverty and underdevelopment, in other words empowering is enabling and independent society. The formulation of the problems in this study are: 1) What is the regional government policy in the economic empowerment of coastal communities? 2) What are the supporting and inhibiting factors for local government policies in the economic empowerment of coastal communities? The method used in this research is to use descriptive qualitative research methods. Descriptive research is also a research that aims to find knowledge about the widest possible range of research objects at a certain time or time. The results of the analysis of local government policies in economic empowerment of coastal communities through the vannamei shrimp work program can be seen that in its implementation through several stages, namely the preparation stage, the implementation stage and the program control stage and the activity conservation stage. Supporting factors and obstacles to local government policies in the economic empowerment of coastal communities, it can be seen that the supporting factors include support from village officials who are committed to management systems, facilities and infrastructure and private parties that provide support for program implementation. The inhibiting factors include the lack of statutory forms and lack of government commitment in the form of statutory regulations and SOPs have not been established as a form of guidelines and instructions so that program operational activities can run according to the provisions
