The forests of the Cévennes – from prehistoric times to the Cévennes National Park charter

Les forêts du pays cévenol apparaissent dès l’époque postglaciaire : denses et très tôt pâturées, elles semblent défier les siècles. Mais la sécurité revenue, la pression des paysans et leurs troupeaux la réduit à des bouquets épars, sur des sols érodés. L’État y décide dès 1860 de grands travaux de reboisements, élargis en 1882 à la restauration des pâturages non reboisés. Depuis, la création d’un parc national (PNC) est intervenue en 1970 : transformé et agrandi en 2009, le périmètre d’étude de sa charte, approuvée fin 2013, y coïncide avec l’aire culturelle et géographique des Cévennes et celle locale du Châtaignier. En 2015, la méfiance des Cévenols à l’égard du PNC s’est atténuée, avec l’adhésion de 110 communes à sa charte. Mais l’incompréhension persiste entre forestiers locaux et responsables du parc malgré la création en 1995 d’un pôle forestier : et les forêts cévenoles, surtout privées, ont du mal à y trouver leur compte. Les conclusions s’élargissent à l’avenir productif des forêts françaises, publiques et privées, qui apparaît localement menacé : non seulement en Cévennes, mais dans sa partie rurale en basses et moyennes montagnes, au-delà de la zone méditerranéenne.The forests of the Cévennes appeared in the post-glacial period: dense and grazed at a very early stage, they appear to defy the passing of time. But with the return to peace, pressure from farmers and their herds soon reduced them to sparse clumps on eroded soils. In 1860, the State decided to conduct large-scale reforestation operations, extended in 1882 to the remediation of non-reforested grazing land. Since then, the PNC (National Cévennes Park) was created in 1970. The park was transformed and enlarged in 2009 and the scope of study of its charger as approved at the end of 2013 coincides with the cultural and geographic zone of the Cévennes and the local range of the chestnut. By 2015, the distrust of local inhabitants in respect of the Park had waned, with 110 municipalities adhering to the charter. But misunderstandings persist between local foresters and Park managers in spite of the creation of Forest Pole in 1995. It is difficult to create revenue from these mostly private forests. A broader conclusion is that the productive potential of French forests, both public and private, is locally threatened, not only in the Cévennes but in the rural areas of low and medium altitude mountains, beyond the Mediterranean area
