Efektivitas Program Instalasi Pengolahan Air Limbah (IPAL) Komunal di Kawasan Sentra Batik Kliwonan Kecamatan Masaran Kabupaten Sragen

The Waste Water Treatment Plant (WWTP) Communal Program is regulated under the Act of Local Government of Sragen No. 6/2008 on Environmental Control to solve water pollution problem by households and small industries. One of areas contributing liquid waste in Sragen is Sentra Batik Kliwonan. Sentra Batik Kliwonan is batik industrial center, located in Kliwonan and Pilang Village, Masaran District, Sragen. This research aims to determine the effectiveness of the WWTP Communal program in Sentra Batik area and to determine the factors that influence in effectiveness of the program implementation. This research uses descriptive qualitative methods. Data was collected through interviews, observation, and documentation, meanwhile the informants selected purposively. Source of data used are primary data derived from interviews and secondary data derived from the evaluation report of the program. Validity of the data was performed using sources triangulation techniques and the technique of data analysis using interactive analysis model. Based on the research, it was found that the Waste Water Treatment Plant (WWTP) Communal program in Sentra Batik Kliwonan in Masaran District, Sragen has been effective refers to the indicator of effectiveness, such as the achievement of objectives, the satisfaction of the target group, client responsiveness, and system of maintenance. The effectiveness of the WWTP Communal program also influenced by some factors, such as positive attitude of executor, communication and coordination, adequate resources and support and community participation.
