Perlindungan Hukum Bagi Hewan Sapi Dari Tindakan Penyiksaan Dalam Pertandingan Karapan Sapi Di Kabupaten Bangkalan Madura (Studi Kasus Di Wilayah Kabupaten Bangkalan Madura)

Indonesian with dozens of provinces tied to unitary state, of course, has its characteristic in every region. This research took the theme of cow absorption in Madura Island. The main legal issue in this study is on the protection of Animals from the act of torture, because on the way there is always torture against cattle using a Rekeng deliberately done for the sake of competition to win the game. Apparently the act is not allowed by the positive law of Indonesia in particular article 302 paragraph 1 of the Criminal Code (PENAL) Law, and article 91B paragraph (1) of the Law of the Republic of Indonesia number 41 year 2014 concerning amendment to law number 18 year 2009 about livestock and animal health. Therefore, the problems in this research are as follows: First, how are the protective forms for animals according to the positive legal in Indonesia? Secondly, what are the factors that inhibit the provision of legal protection for cattle animals in the match of cattle? To answer this question, this research uses empirical legal research methods, with primary legal material i.e. data obtained by authors through interviews, and other supporting data. It also uses the primary legal materials in the form of statutory regulations and library literature. The location of this research is in Bangkalan district, by conducting research on law enforcement (police) and cattle owners. The conclusion in this study is as follows: First, the form of legal protection against animals from torture is by going through a positive legal instrument along with its enforcement agencies.
