PEMBERDAYAAN MASYARAKAT MELALUI PROGRAM UNIT PENGELOLAAN KEUANGAN DAN USAHA (UPKu) MAYANG SARI KOTA BATU

Poverty in Indonesia is very broad, poverty alleviation needs to be integrated with many programs from the government from sectoral and regional. The 1945 Constitution mandates the state to protect all Indonesians and improve the welfare of the people in realizing justice for all Indonesians. Various types of responses by the central government, local government and non-government organizations. According to the East Java Community Empowerment Agency (BAPEMAS) developing patterns of empowering the poor through the National Program for Community Empowerment (PNPM). This program is realized by developing the Financial and Business Management Unit (UPKu) as an instrument to provide capital for productive economic communities. This research uses a Qualitative approach. Analysis techniquesthe data used is qualitative descriptive, as well as the determination of the subject, namely purposive,this research applied the method of data collection by using observation, deep interview, and documentation. The primary data source is obtaidned agency village Pesanggrahan and teh village community. while the secondary data obtained from books, journals about the journal about community empowerment. The result of study shows : 1) Community Empowerment through (UPKu) Mayang Sari in Pesanggrahan Village provides capital, skills, guidance and assistance. 2) The results of community empowerment through the UPKu Mayang Sari Program are : first Having income from business activities, second, creating jobs, third they are able to be mobile
