OPTIMALISASI KELEMBAGAAN DESA PADA PENGALOKASIAN DANA DESA UNTUK PROGRAM PEMBERDAYAAN MASYARAKAT (Studi di Desa Gilang, Kecamatan Ngunut, Kabupaten Tulungagung)

The construction of the village and the area is an integral part of the activities of national development. The village is the power base of the social economic, political, that need special attention and serious from the government. Development planning during this visit the villagers as objects of development rather than as the subject of development. Village funds will encourage an increase in the standard of living and welfare of the people of the village if enabled by intensive and effective. The policy of the village fund has been set in the Legislation issued on the Village in the year 2014, namely, Act No.6 2014. Where in the LAW it is explained that the village in 2015 will get funding amounting to 10% of the state BUDGET. This research uses a Qualitative approach. Analysis techniquesthe data used is qualitative descriptive, as well as the determination of the subject, namely purposive,this research applied the method of data collection by usingobservation, deep interview, and documentation.the primary data source is obtainedfrom Agency Village, Gilang and the Village Community, while the secondary data obtained from books, journals about the Village Fund. The results of the study showed that the management of the village funds in the Village Gilang already well underway and in practice social institutions already active, through social institutions jagongan, meeting RT, and the local village communities play an active role to give input regarding the development of the village in the form of the distribution of funds for the village development programs and empowerment of village community, but the role of social institutions needs to be enhanced because not all elements of the community in the Village Gilang involved. Although the role of social institutions is active, but the understanding and the role of the community of the village fund is still low
