Tanzania's Political Economy of Development: Global, National, and Local Aspects. (Volumes I and II).

Any student of Tanzania's development has to ask two fundamental questions. Is Tanzania developing as it should or wants? What are the reasons for this development or lack of it? These are the issues that are addressed in this dissertation. Chapter one specifies the type of development that Tanzanians want. In chapter two, the general malaise of dependence and underdevelopment characteristic of the Third World is discussed. Chapter three discusses Tanzania's specific predicament. Chapter four charts out Tanzania's strategy for development. Ujamaa is the mainstay of this strategy. Chapters five, six, and seven are devoted to a case study of the cattle industry in three particular locations: namely, Mara Region, Mwanza Region, and Shinyanga Region. Chapter eight concludes this treatise by indicating that Tanzania is not developing as it should or wants. The reasons for this are not intrinsic to Tanzania's faulty strategy but stem from the adverse effects of the influence exerted on Tanzania by exogenous forces that are inimical to Tanzania. On the one h and , the forces of Western imperialism and capitalism which degraded, oppressed, and exploited Tanzania during its colonial era continue to hound them relentlessly to this day through aid, investment, trade, education, ideological indoctrination and propag and a, transfer of technology, and even religion so as to perpetuate this imperialism. On the other h and , there are also the forces of Marxism which want to keep capitalism out of Tanzania so that they can gain control of it and exploit it instead. On its part, Tanzania is also determined to keep such inimical forces at bay as much as possible. However, in a world system which is controlled by the rich and powerful nations, poor and weak Tanzania is in a tenuous position. This is why Tanzania's road to development is studded with formidable hurdles--some of which are almost insurmountable. All this coupled with Tanzania's own shortcomings accounts for its current problems. Ultimately, however, Tanzania's problems lie in the fact that it has not yet been able to complte its process of decolonisation--especially in the economic sphere. This problem is complicated and compounded by the fact that Tanzania is using Ujamaa as a weapon for decolonising itself and as a means of carrying out the process of development. However, Ujamaa itself is still in the process of being defined, articulated, nurtured, and developed.
