Any student of Tanzania's development has to ask two fundamental questions. Is Tanzania developing as it should or wants? What are the reasons for this development or lack of it? These are the issues that are addressed in this dissertation. Chapter one specifies the type of development that Tanzanians want. In chapter two, the general malaise of dependence and underdevelopment characteristic of the Third World is discussed. Chapter three discusses Tanzania's specific predicament. Chapter four charts out Tanzania's strategy for development. Ujamaa is the mainstay of this strategy.
