International audienceIn Esmeraldas (Ecuador), the infrastructures related with oil activities transform the urban fabric and the pre-existing risks at the same time. Meanwhile, oil income redistribution as well as existing risk prevention policies do not curb the prevailing trends towards disasters in the making. Prevention policies are still framed according to specific hazards types and highly segmented, driven by specific institutional stakeholders.
