The discussion concerning the codification of a European Administrative Procedure Law is not new. The proposal of the European Parliament concerning a Regulation of Administrative Procedure Law, however, constitutes a new step in a development which could result in a uniform protection of fundamental rights through common principles of administrative procedures.
