The investigation of threatening factors between air force traffic control task and aviation safety.

[[abstract]]本研究將運用層級程序分析法(AHP)進行我空軍航行管制作業針對人為、制度、組織及其他等相關層面，經研究分析及歸類，「人為因素」為構面層中最為重要；因素層中以「人為因素」中「未遵守或違背作業程序、法規」及「未使用標準術語」；「制度因素」中「集權制度」；組織因素中「組員資源管理不佳」及「組織認同度」為本研究前五名最為影響飛安潛存因素。皆與軍方航行管制作業層面息息相關，顯見「人」才是最大風險來源，瞭解航行管制作業對於飛航安全威脅因素，俾利我空軍航行管制督導及決策單位有更深一步掌握，通盤提升飛航安全環境。[[abstract]]This research analyze the effects of human, systems, organizations and other factors to military air traffic control tasks by using AHP (Analytic Hierarchy Process, AHP). After analysis and classification, the most considerable of constitute level is human factors. In this study, the top five hidden factors that affect aviation safety mostly are follows: failure to follow operating procedures or regulations, not using standard terminology (on human factor level), authoritarian institutional(on institutional factor level), poor crew resource management and organizational recognition( on organizational factor level). Those top five hidden factors are closely related to military air traffic control operations. Obviously “ human” is the greatest factor of risk
