The aim of research is to formulate the role of thermal inertia of the building materials as a selection crite-rion of edifice renovation strategy and energy plan development at regional and district level in Latvia. The main methods applied by the authors are analysis of the scientific and professional literature, official docu-mentation and logical approach as well as data collection, grouping, analysis and comparison, studies of regulatory documents, as well as statistical data collection and analysis of it.
