Abstract: The debate on democracy revolves around the importance of civil society participation and collaboration, specifically in local government; hence the need to create an enabling environment to facilitate the broad-based participation of citizens. This enabling environment is an essential prerequisite for the development of a relationship between the government and citizens and structures such as civil society organisations (CSOs). It speaks for itself that non-participation and political alienation have a detrimental effect on democratic governance and development.
