The advancements in Cloud Computing (CC) and the creation of more bandwidth have enabled the development of a distributed and collaborative model called Software as a Service (SaaS). The CCSaaS provides many benefits to the countries, organization, both government and private in terms of cost-saving, and quality improvement. However, the adoption of CC-SaaS is still very challenging to organizations, more especially in such instances where no specific attributes to guide user decisions on the movement into CC-SaaS.
