PROGRAM PEMBERIAN BANTUAN SOSIAL PANGAN BERAS KEPADA KELUARGA MISKIN RAWAN PANGAN DI KOTA BATU (Studi Pada Dinas Ketahanan Pangan)

The present study focused on finding out the implementation of the program of staple distribution of rice for the poor with food insecurity held by the Food Security Service in Batu. This program was motivated by the data of PPFM in 2015 verified by the Social Service of Batu. There were 3,100 poor households in the decile 1 category (household/individual with the lowest wealth condition to 10% in Indonesia) who need assistance. This study concerned with two subjects; the implementation of the program and the obstacle of the program. This study was conducted using a qualitative method with a descriptive explanation. The data was collected from the Food Security Service of Batu. It was obtained from conducting observation, documentation, and interview. The theory of Charles O Jones was the foundation for measuring the success of implementing the program. It was divided into three items; organization, interpretation, and implementation/application. The study conducted had resulted in the following description. The organization had run comply with the guideline and the Memorandum of Understanding (MoU), which contained the procedure and the job description of each division in this program. Yet, the problem faced was the coordination related to the verification of assistance acceptor of the program. It was slow. In interpretation, it had appropriate guidelines. This program had Rp. 3.650.352.000 of funds to allocate and one of the program aims was to assist the insecure family. The fund was distributed into 31.560 kg of rice served by the Indonesia Bureau of Logistics (Bulog) for Batu in November. Those kilogram packages of rice were distributed to sub-districts and villages. 25.560 packages had been distributed even there was a problem in the verification of assistance acceptors. Based on the evaluation, there were 67 social acceptors had passed away, 6 of them had moved to another place, and 24 of them had been regarded as prosperous. This program was not implemented efficiently as it has obstacles during the conduction. The coordination on the verification of the acceptors and the data update needs improvement. Clear information is needed and the improvement of human resources and the capacity should be conducted
