Historically, local governments and school systems have received the bulk of their funding from imposing local property taxes. The taxpayer rebellion of the 1980's has made it politically very difficult to increase taxation levels, but, services still are demanded and it is ultimately left to government to determine what services it provides, and how they will be financed.
