Somebody's Gotta Watch Em

The Classical Ombudsman concept was used to enter the forty-seven year old debate between Carl J. Friedrich and Herman Finer to determine the Classical Ombudsman's view of controlling corrupt administrative behavior by external controls and/or internal controls. This paper examines the way Ombudsmen respond to complaints of corruption. Data from forty-three (43) Classical Ombudsmen was gathered to examine their structure, roles, function and activities in relationship to investigating administrative corruption.
