The purpose of this research is to examine the field of Family Literacy and, in particular, to evaluate effective programs and the types of assessments that can be used to document improvements in Family Literacy. Surveys conducted in Michigan prior to the dissertation revealed that effective Family Literacy programs have stable funding, encourage collaboration, use established curricula closely linked with assessment, promote high family participation, and have well-educated, dedicated staff. A program in Michigan that exhibited these characteristics and served urban families in deep poverty was selected as the site for this dissertation work.
