The Seoul Initiative was adopted at the 5th Ministerial Conference on Environment and Development in Asia and the Pacifi c (MCED-5) in 2005 with the aim of addressing major policy issues pertaining to green growth and encouraged an international discussion on green growth. Maximizing social benefi t while minimizing ecological impact is regarded as a basic principle of green growth (United Nation Economic and Social Commission for Asia and the Pacifi c [UNESCAP], 2008)
