Movilización social y poder instituyente en Bolivia. Del siglo XX al XXI

The aim of this article is to expose the complex articulation between social mobilization and government in the recent Bolivian context. Firstly, we make some references to the popular irruptionprocess, which was manifested in the cycle of protests during the period 2000-2005 and was, also, capitalized in a political-identity project that won the 2005 general election. The emergence and consolidation of the Movement to Socialism - Political Instrument for Sovereignty of the People (MAS-IPSP) challenged the classic frameworks for understanding collective action and, even, questioned the status of the traditional political party as a privileged instance for representation. In the second place, we argue that MAS-IPSP promoted a process of gradual incorporation of historically excluded and politically invisible subjects. In that field, the development of new institutional arrangements has been fundamental, although when they were not exempt from friction and tensions. On the contrary, they coexist in permanent conflict with the institutions of the old order and with a diversity of actors and interests.El presente artículo pretende dar cuenta de la compleja articulación entre movilización social y gobierno en el contexto boliviano reciente. Para ello, en primer lugar, se hace referencia al proceso de irrupción popular manifiesto en el ciclo de protestas 2000-2005 y su capitalización en un proyecto político-identitario que triunfó en las elecciones presidenciale`´s de diciembre de 2005. La emergencia y consolidación del Movimiento Al Socialismo – Instrumento Político por la Soberanía de los Pueblos (MAS-IPSP) interpeló los marcos clásicos para el entendimiento de la acción colectiva e, incluso, cuestionó el estatus del partido político tradicional como instancia privilegiada para la representación. En segundo lugar, se argumenta que el MAS-IPSP impulsó un proceso de paulatina incorporación de los sujetos históricamente excluidos y políticamente invisibilizados. En ese trayecto ha resultado fundamental el desarrollo de nuevos dispositivos institucionales, los cuales no han quedado exentos de roces y tensiones.
