Micro and small enterprises in a local productive arrangements:a case study in the segment of cap-manufacturing in Apucarana /PR

The present study aims at analyzing the experience of inserting microand small enterprises (MSE) in the cap-manufacturing productive arrangementsin Apucarana/PR. Based on literature focusing Local Productive Arrangements(LPA), this study highlights all factors that contributed for the consolidation ofthe local competitiveness, which go beyond geographical proximity or closeness.Thus, the study is based on the analyses of the configuration of the cap-productivearrangement, emphasizing aspects that direct the development of technologicalcapacities and the competitive environment in which the arrangement is inserted. Itwas observed that the arrangement has been firstly developed in private business,with a non-relevant participation of public actors. Associativism was a remarkablecharacteristic in the arrangement, once it was related to the search for the solutionof common problems, and it has been responsible for the improvement in the qualitypatterns and for the creation of own labels and/or trademarks.Este trabalho tem com objetivo analisar o comportamento de micro epequenas empresas (MPEs) no arranjo produtivo de confecções de bonés em Apucarana/PR. Baseado na literatura sobre Arranjos Produtivos Locais (APL), este estudobusca salientar os fatores que contribuíram para a consolidação da competitividadelocal, que extrapolam a proximidade geográfica. Para tanto, parte-se da análise daconfiguração do referido arranjo produtivo, destacando os aspectos que norteiam odesenvolvimento de capacidades tecnológicas e o ambiente competitivo, no qual oarranjo está inserido. Neste sentido, notou-se que o arranjo se desenvolveu a partirda iniciativa privada com pouca participação de atores públicos. O associativismofoi uma característica marcante no arranjo, na medida em que se relacionou coma busca de solução de problemas comuns e tem sido responsável pelo aumento de qualidade e criação de marcas próprias
