Colombia: From reasons for war to reasons for peace. The historical model of restricted democracy as the cause of armed conflict and the possibilities of overcoming it within the framework of the peace agreements

This article analyses the second point of the Final Agreement between the FARC-EP and the Colombian State, regarding political participation and democratic opening, demonstrating the link between this issue and the search for peace. The historical construction of a model of restricted democracy or national security that has led to political exclusion and the precariousness of citizenship is one of the determining reasons for the war. It detects in paramilitarism one of the most dangerous enemies of the peace process. Finally, it suggests that legal science must fulfill its role of establishing the normative categories to make feasible, based on contemporary constitutionalism, the strengthening of citizenship as a contribution to the conquest of peace in Colombia.O artigo analisa o segundo ponto do Acordo Final entre as FARC-EP e o Estado colombiano, referente à participação política e abertura democrática, demonstrando a vinculação entre esse tema e a procura da paz. Comprova-se que a construção histórica de um modelo de democracia restringida ou de segurança nacional que implicou a exclusão política e a precariedade da cidadania é uma das razões determinantes da guerra. Detecta-se no paramilitarismo um dos inimigos mais perigosos do processo de paz. Finalmente, sugere-se que a ciência jurídica deve cumprir seu papel de estabelecer as categorias normativas para viabilizar, com fundamento no constitucionalismo contemporâneo, o fortalecimento da cidadania como contribuição à conquista da paz na Colômbia
