The concern of this paper is to aim at studying our national language policy, especially of English language teaching, at the primary, secondary and tertiary levels, and at searching for its right direction. Based upon various reports forwarded to the government by education experts and others, the author of this paper examines the present teaching and learning situations, focusing upon the new guidelines and visions presented for the English teachers to follow. Other relevant trends being witnessed in and around schools, on university campuses, and in society at large will also be studied in order to get an overall picture of English teaching and learning in Japan.
