Method to Create Inclusive Society in a Community Based on Interviews to Ex-Leaders of Council of Social Welfare of Miyakonojo City

This paper aims to clarify the practice process done by the council of social welfare of Miyakonojo City, Miyazaki Pref. To do so, we conducted four semi-structured interviews with four former social workers of the council who has contributed to create inclusive society for many years in Miyakonojo City, which has won substantial acclaim in the field of the community development. Firstly, their practice is based on rigid value and vision together with profound understanding on the characteristics of the city. Before proceeding onto the actual practice above such basis, things to be done have been specified as the practice hypothesis. Then, various methods to inspire citizens towards collaboration with the council were taken. After such first step of collaboration, vast ways of mutual communication promoted relationship among parties. After such process, a lot of good results between the council and community citizens were created. On the other hand, in order to promote community development more, the council should visualize what they have done, get more into the community to learn and recognize characteristics of the community, and grow themselves up, and make the council itself more integrated. In order for the staffs of the council to do such things, they should do what they have to do in each position.
