In this article, Ian Manning assess the report - Economic effects of land rights in the Northern Territory - produced by the Centre for International Economics. Despite the wide scope suggested by the title, the Report was confined to the possible adverse effects of the Aboriginal Land Rights [Northern Territory] Act on mining and failed to encompass either positive effects of mining or the effects of any other industries, or indeed the distributional effects which were the chief purpose of the Act
