Abstract

The transition period post-apartheid in South Africa since 1994 brought a number of changes in policy making process and the initiated programs by the government in all level with the aim of addressing inequality and poverty reduction strategies. In South Africa prior 1994 division in terms of location access to resources and information was meant for the certain group and participation in the Community development matters.
