La responsabilidad de proteger: instrumentalidad e historicidad. La crisis de los refugiados en Europa y Venezuela como casos testigos.

The responsibility to protect as an international legal doctrine arises from the ethical imperatives of protecting the peoples of the world who may see their elementary human rights violated before the arbitrariness of the state machinery; Its constitution, elaboration and implementation from the multilateral organizations had the need to give a response to the systematic violations of Human Rights. However, the use of these mechanisms by the said international organizations has generated suspicions based on their geopolitical instrumentality about the end of the 20th century in the Rwandan genocide and in the intervention in Yugoslavia. For this reason, this paper will attempt to address the meanings used in the request for humanitarian intervention to Venezuela by NATO countries and refugees in Europe in order to understand the geopolitical instrumentality of this doctrine.La responsabilidad de proteger como doctrina jurídica internacional surge desde los imperativos éticos de proteger a los pueblos del mundo que pueden ver vulnerados sus derechos humanos elementales ante la arbitrariedad de la maquinaria estatal; su constitución, elaboración e implementación desde los organismos multilaterales tenían la necesidad de dar una respuesta las violaciones sistemáticas de los Derechos Humanos. Sin embargo, la utilización de estos mecanismos por parte de los dichos organismos internacionales ha generado recelos en base a su instrumentalidad geopolítica sobre finales de siglo XX en el genocidio ruandés y en la intervención a Yugoslavia. Por ello, en el presente trabajo se intentará abordar sobre las acepciones utilizadas en la solicitud de intervención humanitaria a Venezuela por parte de los países de la OTAN y los refugiados en Europa a los fines de entender la instrumentalidad geopolítica de dicha doctrina
